Dr. Elliott Kulakowski has over 25 years experience in research and research management. In positions of increasing responsibility, he has worked for the federal government, Carnegie Research Extensive universities, and directed research activities at a nationally recognized independent academic medical center.
Elliott’s primary focus in research administration has been in building research programs while serving at the interface between research and its management. In particular, he has been involved in strategic planning for the growth of research, reviewed research operations to improve service to faculty, established a clinical trials research program, worked with federal and state legislatures on support of research funding, developed institutional policies, procedures and effective regulatory compliance programs, oversaw technology transfer operations, and conducted training. Throughout his career Dr. Kulakowski works effectively to build relationships among the various stakeholders in research management. This includes researchers, senior executives, federal, state and local government agencies, industry sponsors, and non-profit research organizations. As a consultant, Elliott Kulakowski provides services to leading basic and clinical research institutions. He has served as a consultant to the National Institutes of Health (NIH), the Veterans Administration Research Foundation, and Science Foundation Ireland. He also has been involved in activities related to training research management to representatives from Russia, Nigeria, Uganda, Ghana, and Tanzania. He has delivered results that surpassed expectations. Dr. Kulakowski began his professional career at the NIH where he served as a researcher, program administrator and Senior Scientific Advisor. He subsequently moved to academia where he assumed positions as Director of Sponsored Projects, Associate Vice Provost for Health Sciences Research Development, interim Associate Vice Provost for Environmental Health and Safety, directed programs related to technology development and its economic impact, and established a clinical trials research unit at an academic medical center. He received funding from the NIH, the U. S. Army, the American Cancer Society, and the pharmaceutical industry. Dr. Kulakowski is an active member of the Society of Research Administrators International (SRA) and the National Council of University Research Administrators. He has served as SRA president and chairman of the board in 2000-2001, and continues to represent SRA as a past president and as a member of the International Committee. He is recipient of the Excellence Award and the Distinguished Faculty Award SRA. He is an invited speaker at international meetings and publishes on issues of research administration. Dr. Kulakowski is co-author of the book “Research Administration and Management” (http://www.jbpub.com/catalog/076373277X/) that was published in January 2006. He also appeared on a PBS special about biomedical research ethics and participated in nationally televised satellite conferences. Dr. Kulakowski received a BS in Biology from Fairfield University, a M.S. in Medical Biology from Long Island University, and PhD in Biochemistry from Lehigh University.
